Police

In order to keep your empire safe, your empire needs police stations. They will protect your empire from enemy spies, and will catch mercenaries. Building enough police stations is a very wise idea, since in the later parts of the game dirty tricks from mercenaries come into play a lot and you can stop those mercenaries with police stations.
